Core Abstract

The paper examines whether repeated identical vote-count pairs observed in in-district early-vote counting units after the June 3, 2026 Korean local election can be explained by ordinary chance. It rechecks the reported event rows from National Election Commission election-statistics pages and compares them against historical official election files from 2014 through 2025. The conclusion is a statistical audit trigger: the public data contain anomalies that weaken the random-chance hypothesis and require independent access to raw counting records.
